A consortium or investor of a country is the initiator of a project, who obtains the construction concession of the infrastructure of a project from the government of a country, and then forms a project company independently with other parties, which is responsible for the financing, design, construction and operation of the project. During the whole concession period, the project company earns profits from the operation of the project and repays its debts with the profits. At the expiration of the concession period, the entire project is handed over to the host government by the project company free of charge or at a very small nominal price.
